This page provides information for the community about the local process for funding to be included in the community application to HUD.

CoC Funding Update!

We want to give everyone a brief report of the funding renewal process for grants expiring this calendar year.  On Dec. 23, 2025, a federal judge issued an injunction against the FY2025 HUD Continuum of Care NOFO in a lawsuit brought by several states and the National Alliance to End Homelessness, and ordered HUD to process renewals for calendar year 2026 using the criteria and scoring for the FY2024-25 NOFO (which CoCs submitted in the fall of 2024).  In response to the judge’s order, HUD has released a description of the process for renewing CoC grants that expire this year. 

HUD released the FY25 CoC Grant renewal process on January 9, 2026 to start the process for CoC Project renewals according to the FY24-25 Notice of Funding Opportunity (NOFO).

The CoC Evaluation and Project Selection Committee had previously determined the list of projects that met threshold review and are eligible for renewal. Projects originally funded through the FY22 Special NOFO to address unsheltered homelessness are now eligible for renewal for FY25 funding. This will require the CoC to submit a new project priority listing to reflect the unsheltered projects.

All projects funded in the FY24 competition have a streamlined renewal process and will not need to submit any additional information for the local CoC project priority listing. The project priority ranking will be updated based on more recent project performance and changes to the local funding priorities as reflected in the FY25 Performance Analysis Scoring Key.

The CoC Governing Council met on January 13, 2026 to consider changes to the local CoC Funding Priorities, project renewal scoring and ranking, and a local timeline for project priority listing to meet the HUD deadline of February 9.  HUD expects to announce awards late March.

The CoC Governing Council decided the following:

  1. New Projects: The HUD process for FY25 funding does not allow for new project types. There is not enough time to release RFPs and hold a competitive process for the funding types allowed, which rules out reallocation to new projects. Respondents to the RFPs are encouraged to participate in CoC meetings and events.
  2. Renewal Projects: Because Transitional Housing is not an eligible new project type, renewal projects that requested transition to Transitional Housing will be submitted as a renewal of the currently funded component. However, PSH projects that requested transition will still receive the scoring bonus points for supporting self-sufficiency.
  3. Scoring Changes: Renewal projects that receive a project performance score (PSH, TH, TH-RRH, SH) will be scored using the information previously submitted with the changes to the scoring key to better reflect the FY25 Renewal Process. The revised scoring key is attached which reflects changes for scoring RRH projects and scoring for additional resources. Points were added for projects dedicated to address unsheltered homelessness and effectively using funds. Points were changed regarding the provision of supportive services. Revised scores will be determined based on the information already submitted by renewal project sponsors.
  4. Grant Consolidations will be considered by the Evaluation and Project Selection Committee when they review and approve the project priority listings.

We encourage attendance by faith-based organizations, people with lived homeless experience, community members, health care providers, affordable housing providers, substance use treatment agencies, behavioral health providers, homeless service organizations. Your ideas and input will help inform our community’s unified application to HUD that reflect community needs through funding priorities that will be decided by the CoC Governing Council.

Pause in CoC Funding Process - Due to litigation regarding FY25 CoC Funding, the CoC Governing Council decided to pause the local funding process.

FY25 Renewal Process: HUD released the FY25 CoC Grant renewal process on January 9, 2026 to start the process for CoC Project renewals according to the FY24-25 Notice of Funding Opportunity (NOFO).

The CoC Governing Council reviewed the HUD Renewal Process, considered changes to the local CoC Funding Priorities, project renewal scoring and ranking, and a local timeline for project priority listing to meet the HUD deadline of February 9.

Project sponsors notified of changes to the renewal process and project performance scroes that will be used for project priority ranking. Respondents to RFPs notified that the RFPs have been withdrawn becuase the HUD process for FY25 funding does not allow for the new project types included in the RFPs. There is not enough time to release RFPs to hold a new competitive process.
